which supports our unique quality of life and promotes the distinct characteristics of our region.

What's New In The 2024 Regional Plan?

The 2024 Regional Plan Update provided an opportunity to refine our approach to public facilities and natural resources.  During the 2019 Regional Plan update, TMRPA recognized that more work would be needed to further improve the Regional   Plan and policies NR 1 and PF 3 called for the creation of a Natural Resources Plan and Public Facilities Plan, respectively, at that time. These documents underpin the foundation for new policies and process refinements in the 2024 Regional Plan update and also provided two new tools for the Region: the NR Data Portal and the PIP Dashboard.

The Natural Resource Plan (NR Plan) brings together as much data and information as possible that describes the natural resource challenges and opportunities in our region. These data are organized and maintained for use by local planning staff, community leaders, non-profits, and residents in general. A subset of that data and information is reliably maintained by an official source and was used to underpin improvements to the natural resource policy section of the Regional Plan.

New NR Policies in The Regional Plan 

  • Source Water Protection: Policy NR 15, aims to reinforce source water protection efforts to enhance coordination with water utility providers and local planning entities during regional conformance review.
  • Regional Trail Network: The intent of policy NR 11 is to align trail planning efforts and to enhance the regional trail network through thoughtful consideration of trail connectivity during the development review process.
  • Tribal Coordination: Policy RC 13 seeks to increase communications between TMRPA and the Tribes through periodic meetings each year, and to ensure staff works closely with tribal members to identify Regional development review cases that are of particular interest to the Tribes.
  • Natural Resources Consideration Areas (NRCA): Policy NR 4 provides Map 5 of the Regional Plan and catalogs interactions with specific natural resources data layers. The policy also requires that an analysis of the interactions of a given subject site with these data layers be calculated in a GIS and included with TMRPA’s Initial Review Memo for cases submitted.

The Public Infrastructure Plan (PIP) provides a summary of the five facility and service domains that are specifically listed in the Nevada Revised Statutes (NRS 278.0274) as those to be addressed by the Regional Plan. These five domains are potable water, wastewater, flood control and stormwater drainage management, transportation, and schools. The PIP also serves as a guidepost to direct its readers to other information and further helpful or insightful details (e.g., Regional Water Management Plan, Regional Transportation Plan). 

The companion PIP Dashboard gives a summary of capital improvement spending for each of the domains across the Region. Per NRS TMRPA is required to summarize the capital improvement programs (CIP) of the jurisdictions and affected entities. This includes current and historical spending on capital improvements to support re-investment toward maintaining existing facilities along with the construction of new facilities to support growth. This CIP information will be collected and tracked annually by TMRPA to reveal trends in how our community maintains and provides a high-level of municipal service. The representation and tracking of these data on the PIP Dashboard are made possible through the ongoing collaborative efforts of staff from TMRPA, the jurisdictions, and affected entities.

About the Plan

CHAPTER 1

Creating and carrying out the Truckee Meadows Regional Plan is a cooperative effort involving a large number of individuals, agencies, and organizations. Reno, Sparks, Washoe County and others implement the Regional Plan through their planning and regulatory efforts, capital improvement programs, and other processes.

CHAPTER 3

IMPLEMENTATION OF
THE REGIONAL VISION

In order to implement the Regional Vision for Growth and meet the Nevada Revised Statute (NRS) requirements, this Chapter of the Plan describes policies and actions that the Region will implement through various means, whether it is the review of applicable plans to ensure that they are in conformance with the Regional Plan by implementing the policies found within this Chapter, the creation of certain committees to discuss various topics, the creation of separate plans or work plan items to better understand a topic, or the annual tracking of performance of the Plan’s implementation.
